הנדון: יוזמת אובמה בהעדר יוזמה ישראלית
 
היום הודיע דובר הבית הלבן כי הנשיא אובמה מתעתד לנאום בימים הקרובים - במסגרתו הוא יציג תכנית מדינית משלו לשלום.
הודעה זו ניתנה לאחר שמקורבים לראש הממשלה, בנימין נתניהו, הודיעו כי נתניהו לא צפוי להציג תכנית מדינית בעת ביקורו הקרוב בארה"ב.
בתום ההצעה לסדר היום בכנסת בנושא זה הוחלט היום פה אחד בהצבעה של 15 ח"כים כי ההסכם בין החמאס והרשות הפלסטינית והשלכותיו יעברו לדיון במליאה עם תום הפגרה.
אולם עד שתתכנס מליאת הכנסת מתום הפגרה ייתכן שהרכבת המדינית כבר תצא לדרכה בדמות יוזמת הנשיא אובמה, ואת הנעשה יהיה קשה מאוד להשיב.
לפיכך אנו פונים אליך לעשות הכל כדי לשכנע את נתניהו ו"שרי השביעייה" כי יש להציג יוזמה משלנו בטרם ישמיע הנשיא אובמה את יוזמתו קבל עם ועדה.

The Cantons to Peace

The Third Way Peace Initiative for Prime Minister Benyamin Netanyahu to adopt in his upcoming speech to the US congress on the 24th of May 2011.

Presently, in light of the latest Palestinian appeasement agreement, it is an accepted understanding by all political parties in Israel that as long as Hamas opposes Israel’s existence there is no realistic option to continue negotiating a Palestinian state in Judea, Samaria and Gaza with Hamas as a full partner in the Palestinian state. Therefor, further hollow discussion on the matter will evidently lead to great disappointment throughout the Palestinian people- from this the road to a third Intifada is very near.   

The only alternative left is to immediately renew the peace talks on the basis of the Swiss Canton system.

Opening the gates of Rafiah passage will transform Gaza de facto into an Egyptian canton. By matching the demographic situation in the topographic mode, cantons in Judea and Samaria will hold a strong affinity to Israel.

In order to reach actual long term peace it is necessary for the Palestinian refugees themselves to relinquish the right of return, an unrealistic and logistically impossible demand to implement, this will allow the practical realization of the canton system in Israel.

The Canton System
The concepts of devolution of power, local self-governance and participatory democracy are all implemented in the Canton political system.

The canton system is exemplified in Switzerland, which is divided into member states, each state receives full sovereign powers validated by its own constitution, legislator, government and courts. A central government links the cantons into one unified country. The central government controls only those affairs which are of interest to all the cantons. These matters of common interest include foreign policy, national defense and currency. All other issues – education, labor, welfare policies and so on – are determined by the governments of the cantons.The cantonal governments are elected by the citizens resident in their areas of jurisdiction.

The Canton system is particularly well suited to ethnically-divided countries. Conflict is prevented by allowing each of the various groups to govern themselves, enabling people of different cultures, religion and language to reside together in peace.

Canton System as the way to Peace in the Middle East

The Palestinian National Authority is certain that the UN council will award them status of a sovereign state, this September 2011. While the UN council holds no legal binding, it will provide an intrinsic cause for extreme unilateral action by Israel.
The Palestinian appeasement agreement was brought about by substantial common interests and therefore there is no doubt that it will hold at least until October 2011.
The Hama’s leadership has lost its Syrian base and are dependent on Egypt, additionally for the Rafiah passage. Mahmoud Abbas, leader of the Palestinian National Authority, must uphold appearance that he represents both the West Bank and Gaza, towards the upcoming decision of the UN council in September.

On the other side of the fence, it is agreed from across the political Israeli spectrum that Israel may not enter negotiations to create a Palestinian state, as long as Hamas is partnered with the Palestinian Authority and integrally involved in its defense alignment, while holding its current hostile position towards Israel that does not even recognize Israel’s right to exist.

The undoubted outcome of a pro Palestinian resolution in the UN will lead to a deep resentment among both Palestinians and Arab Israelis once they discover that the UN resolution has no binding effect in establishing a Palestinian state. In such a situation we may expect to see an Arab Israeli -Palestinian third Intifada, larger in scale and severity than its predecessors.  This Intifada will try to emulate current occurrences in the Arab world; march of the masses, hundreds of thousands including women  and children, all this on Israeli territory and in the West Bank. It will prove impossible for Israel to prevent such marches in a non-violent manner. The outcome is sure to be catastrophic for both sides.

Even if The Israeli government submits freely to the International demand for a Palestinian state in the 1967 borders despite Hamas involvement, backlash within Israeli society may have catastrophic ramifications. Escalation into violence is a real scenario. It would be logistically impossible to carry out or even pass in the Knesset a disengagement plan in which the hundreds of thousands of Jewish residents of Judea and Samaria will be transferred into the 67’ boarders in order to establish a Palestinian State. however the mere deliberation of the proposal can trigger violent outbursts that will paralyze the government and the country.

The third way peace initiative offers an alternative peace plan in order to join together the various groups from all ends of the  political spectrum in Israeli society and present a realistic chance at peace that can be realized without deluding the Palestinians or the international arena. The Canton system is the only way for Israel to decide for its own what is right for Israel while avoiding international isolation, an intensified intifada with Arab Israeli involvement and violent division within Jewish society. The Canton system is the path to along lasting real peace, preventing much suffering and unnecessary violent confrontation.

Кантоны – путь к миру! Швейцария – в Израиле!

Предложение кантонов для достижения мира построено по типу ведущей мировой демократии , похожей на модель  Швейцарии и некоторых других стран.

Суть модели : Раздел Иудеи и Шомрона на кантоны , как вариант государственного управления , подразумевающий административное самоуправление отдельных районов определяемых по большинству местного населения в каждом отдельном кантоне.

Мы призываем Беньямина Натанияу , руководство Израиля и президента Америки Барака Обаму принять швейцарский вариант создания кантонов в  Иудее и Шомроне!

Почему сейчас? Новая реальность заставляет думать по-новому!

·        Перед Государством Израиля стоит задача вновь взвесить и хорошо обдумать наиважнейшие стратегические , государственные и оборонные шаги для защиты населения. Параллельно с этим должно быть стремление к достижению нового порядка , который приведет к миру с палестинцами. Особенно актуально это на фоне договора между ХАМАСом  и ФАТХом и их стремления открыть границу между Египтом и Газой.

·        Волна "революций" захлестнувших арабские тирании  делают ситуацию в регионе нестабильной и непредсказуемой. Становится понятно , что "палестинская проблема"  - не самая острая проблема  Ближнего Востока.

·         Уже ясно , что диктатуры Мубарака и Асада не являлись гарантами стабильности и безопасности даже для своих стран и народов . До сих пор непонятна ситуация в Иордании . Под влиянием  ХАМАСа в Автономии и Египте усиливается распространение идеи новой интифады и террора.

·        Сегодня Египет используется , как главные входные ворота в Газу.Таким образом ,  сегодня Газа превратилась в неофициальный египетский кантон.

·        Основа нового предложения Обамы , которое было разрекламированно "Нью Йорк Таймс", состоит в том , что "ключ" к возможному порядку – отказ палестинцев от права на эту землю.  Его мнение полностью совпадает с  нашими предложениями на Мадридской Конференции. Поэтому у нас есть возможность вернуться к предложению о созданиии  кантонов.

В свете происходящего,мы призываем Беньямина Натанияу  немедленно принять предложение о создании кантонов вместо создания государства "Палестина" и проследить за осуществлением этого процесса, который приведет к миру и безопасности для израильтян и палестинцев в равной степени.

Помогите нам убедить Нетанияу и министров стран "Европейской Семерки"  принять предложение "Кантоны – для Мира".
